The point is that a libertarian wouldn’t necessarily see enforcing some immigration standards as wrong. The critical question is what the person means by libertarian.
It comes down to are you an economic libertarian or individual self-determination libertarian.
The economic type would see completely open and unimpeded borders as beneficial, an economic survival of the fittest.
While the social type would see equal opportunity, accepted responsibility. So immigration only if the individual is willingly entering a libertarian society, willing to give and take into it. It’s ultimately the same argument when it comes to welfare, there being no place for a government to force order or take taxes. The difference is subtle balancing the right to associate and disassociate vs private property as absolute.
If a community wanted to exclude newcomers is that their choice, perhaps weighing each individual’s position in society higher than absolute property rights? Can a homeowner’s association of voluntary private owners prevent an unwanted person from buying a home in a neighborhood and is it solely a seller and buyer transaction?
If there was no government at all and private property rights were absolute does the collection that represents a “nation” (or neighborhood, community, company-owned town, city, whatever the actual organization of adjacent property owners) have any enforceable mutual rights of voluntary association and disassociation or not? Do property rights extend beyond your boundary?
It’s a slippery slope argument because if you can enjoin your fellow property owners into collective agreements then things like common air and water rules are enforceable as a property rights question.
If your rights do not extend beyond your property then it’s incumbent upon you to move away from an offensive neighbor, which shifts the enforcement burden to the victim rather than the offender.
