What frequently gets overlooked in that U2 incident is that Eisenhower had ordered the flights to be stopped because he was going to have a meeting with Kruschev and didn’t want anything to upset it. Dulles ignored him and kept the flights going, resulting in the capture of Powers. Eisenhower should have fired Dulles on the spot and had him arrested for disobeying a direct order.
