The first part makes me think of the auto industry having gov handlers akin to Atlas Shrugged, ie, a Wesley Mouch, to interpret for them how to read the tea leaves of the apparat. It sounds like they are getting ahead of these rules and regs due to having interpreters or essentially people to tell them how it’s going to be in the near future. So fricking annoying we can’t just have simple, decent, quality vehicles (and drivetrains, really).
